Position, Qualification and Terms of Reference:

01 Project Manager

 

(minimum 35 and maximum 60 years)

MBBS or Masters in any discipline (MPH will be preferable), with at least 7 years working experience in health management. Preference will be given to candidates having working experience in any project involved in PHC service delivery. Experience in quality assurance monitoring and supportive supervision is highly desirable. Experience is desirable in behavioral change communication and poverty focused program implementation. Experience in urban health programming will be an added advantage for this position. A degree in MPH would get priority, provided other conditions have been fulfilled. Staff who have worked in similar position in UPHCP will be given preference and educational qualification of such person(s) may or may not be relaxed at discretion of the Tender evaluation committee.

Excellent computer knowledge is required

· Coordinate with PMU and PIU in designing, planning, implementing, monitoring and evaluating the project activities and also in developing future strategies by making recommendations.

· Monitor project activities and supervise the work of supervisee staff directly through regular field visit and providing on-site technical assistance (hand on training)

· Organize and facilitate monthly staff meeting to review progress and develop actions for further improvements and reach the contract conditions

· Preparation of the annual work plan with target (quality, coverage and goals), budget and project implementation report.

· Introduce Individual Performance Management (IPM) system into the project and facilitate annual staff appraisal system in a participatory manner

· Attend the Project related meetings to get informed on project activities, strategies, policies and goals and seek inputs and directions

· Closely work with PIU, PMU and MSU to seek inputs to effectively implement the project activities as per set standards and strategies.

· Coordinate with relevant government agencies and NGOs and private entities providing health care services in the PAA, and achieve synergy and avoid duplication.

02 Family Planning Coordinator/Monitoring and supervision

 

(maximum 60 years)

 

The Family Planning Coordinator should be a physician having MBBS degree. An additional MPH degree would be strongly preferred.

Good computer knowledge is required

· Be primarily responsible for coordination for al centers and outreach-based FP activities.

· Train and guide Center Physician in implementing HIV/FP activities, documenting findings, and adjusting service delivery protocols to respond to client feedback.

· Ensure that service delivery follow written protocols.

· Give inputs in designing client flow in centers and outreach.

· Ensure that client exit interviews take place regularly and clients are encouraged to comment in the feedback register in the centers/outreach, and feedbacks are acted upon.

· Coordinate with PM to ensure logistic support to center managers in implementing action plans

· Design and implement database to analyze client’s feedback during exit interviews.

· Arrange monitoring quality of care mystery shopper where and when possible.

· Any other responsibility which may be assigned from time to time.

03 Clinic Manager, CRHCC

 

(maximum 60 years)

 

 

 

 

The Clinic Manager should be a physician having MBBS degree. An additional MPH degree would be strongly preferred. Experience in hospital management would be also preferred. A female physician would get priority. Should have 5 years’ experience as GP or clinic manager in private sector/NGO managed hospital/clinics · Overall management of the center

· Monitor activities and supervise the work of supervisee staff and provide on-site technical assistance (hands on training)

· Ensure overall cleanliness of the center

· Assist/contribute in developing and or introducing QA system for providing quality services to the clients

· Develop and implement a strategy to reach the poor and involve the community in the management of the clinic

· Ensure all other systems are in place and well-functioning, e.g., management information, personnel management, logistics management, financial management etc.

· Closely work with the Project Manager and other key staff for smooth running of the center

· Organize monthly management and technical staff meeting to review the progress in reaching the contract conditions and identify potential problems and develop actions for further improvements

· Coordinate with other service providers to establish functional linkages and referral system.

· Early diagnosis and treatment of RTI/STI.

· Providing non-stigmatizing and non-discriminatory health management.

· Providing quality RTI/STI care through syndromic case management

· Examining the women attending clinics for maternal & child health care and family planning.

07 Medical Officer

(CRHCC)

 

The candidate will be a MBBS. Experience in urban health programming will be an added advantage for this position. 3 years’ experience as a practicing physician. · Be familiar with ESD+ Services and remain up dated and keep staff up to date Be responsible for delivery of designated ESP services according to specific protocols; ensure documentation of services Conduct normal deliveries and supervise/assist the nurse in managing the newborn. Conduct/assist in LUCS Operations, Implement nutrition interventions according to norms, standards and protocols, e.g. growth monitoring, screening, identification and treatment for SAM; referral of identified cases, etc., Ensure registration, clinical examination and documentation of mother for ante-natal and post-natal care Examine and identify risk pregnancies and their effective referral following developed guidelines Provide services in line with the guidelines developed under Quality of Care system taking account of technical competence and clients’ needs.
